Common Wealth Development is excited to announce an opening for the Director of Housing Operations to lead our team in the direction and management of over 170 units of housing on Madison’s east and west side, and supervise a housing team of 10+ housing administration and maintenance staff. The successful candidate will lead management and maintenance staff, oversee compliance and reporting, rent collection and financial management, supervision, program planning, and budgeting. We're looking for someone who brings a deep understanding of low-moderate income housing programs, particularly Section 8, Federal HOME, and Section 42 Low-Income Tax Credit housing programs. Annual salary is $85,000.00.  Common Wealth offers a $2,000.00 bonus (annually) to employees who are bilingual in Spanish and English.  Applicants must have a valid driver’s license and regular access to an insured car.

The ideal candidate will not only be adept at navigating the complex landscape of housing regulations but also possess a strong acumen in budgetary and business aspects of facility management.

Requirements:

  • Proven experience in housing administration, particularly within affordable housing sectors.
  • At least 2 years of contiguous supervisory experience over a staff of 5 or more employees
  • Strong background in overseeing compliance with federal, state, and local regulations related to affordable housing programs.
  • Solid financial insight, capable of contributing to budgeting and business decisions in facility management.
  • Ability to work dynamically, both independently and within a team framework, in a fast-paced environment.
  • Exceptional organizational acumen, capable of handling multiple projects and meeting stringent deadlines.
  • Excellent communication skills, with proficiency in drafting reports, handling external and internal communications, and engaging effectively with diverse stakeholders.
  • Proficiency with Microsoft Office and relevant project management software.
  • Must have a reliable vehicle, a clean driving record, and liability insurance.

Desired Qualifications:

  • Direct experience with AppFolio property management software or similar platforms.
  • Personal or professional experience relating to low-income housing or racially diverse communities.
  • At least 4 years of contiguous experience in property management, with a specific focus on budgeting and financial oversight.
  • Prior experience in roles demanding strict adherence to regulations and compliance standards.
  • Training or certification in Fair Housing, WHEDA Tax Credit Compliance, and HOME Program Regulations.
  • 5+ years supervisory experience over a staff of 5 or more employees
  • Experience/familiarity with real estate development is not required, however it is a plus
  • Bilingual or multilingual capabilities are a significant plus.  Employees who are bilingual in Spanish will receive a $2000.00 bonus, annually.
